GovPulse.io is an AI-powered government contracting intelligence platform operated by AS Peoria LLC dba Avid Solutions Intl. The platform provides federal opportunity monitoring, bid assistance, procurement analytics, and executive briefings powered by IBM watsonx Orchestrate.

License Grant

Your subscription grants a limited, non-exclusive, non-transferable license to access and use the Service for internal business purposes in accordance with your selected plan.

Acceptable Use

• Do not reverse-engineer, decompile, or disassemble any aspect of the Service
• Do not share account credentials or allow unauthorized access
• Do not use automated tools to scrape or extract data beyond API usage limits
• Do not use the Service for unlawful purposes or to violate applicable regulations

AI-Generated Content

The Service uses artificial intelligence to generate analyses, recommendations, and insights. AI-generated content is for informational purposes only and should not be considered legal, financial, or professional advice. You are responsible for independently verifying AI-generated information before making business decisions.

Founding Member status is non-transferable. Service usage remains subject to all applicable platform terms. AS Peoria LLC reserves the right to modify feature availability with 90 days' written notice.

API access is subject to the rate limits and query allowances specified in your subscription plan.

Rate Limits

• Starter: Not included
• Professional: 10,000 API calls/month, 100 requests/minute
• Enterprise: 50,000 API calls/month, custom rate limits

Authentication

API requests must include a valid API key in the X-API-Key header. API keys are confidential and must not be shared or embedded in client-side code. See API Documentation for details.

Exceeding rate limits may result in throttling (HTTP 429). Persistent abuse may result in temporary suspension of API access.

GovPulse.io integrates with IBM watsonx Orchestrate to provide AI-powered analysis and automation. Your use of Watson Orchestrate features is subject to both these terms and IBM's terms of service.

GovPulse.io acts as a service broker for Watson Orchestrate provisioning through IBM Cloud. Watson service availability is subject to IBM's infrastructure and SLA commitments.

Our collection and use of personal information is governed by our Privacy Policy.

• We collect minimal personal information necessary for service operation
• Government data is aggregated from public sources including SAM.gov, USAspending.gov, and state procurement portals
• We do not guarantee the completeness or accuracy of third-party government data
• Usage data may be used to improve AI model performance in aggregate
• Data is processed in accordance with applicable privacy laws

We strive to maintain high availability but do not guarantee uninterrupted access. The Service may be temporarily unavailable due to maintenance, updates, or circumstances beyond our control.

Service Targets

• 99.5% uptime target for all paid plans
• API response time under 2 seconds for standard requests
• Email support response within 24-48 hours
• Enterprise plans include formal SLA guarantees as specified in the applicable service agreement

TO THE MAXIMUM EXTENT PERMITTED BY LAW, THE SERVICE IS PROVIDED "AS IS" WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED. IN NO EVENT SHALL AS PEORIA LLC DBA AVID SOLUTIONS INTL BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES ARISING FROM YOUR USE OF THE SERVICE.

Our total liability shall not exceed the amount paid by you for the Service in the 12 months preceding the claim.

You agree to indemnify and hold harmless the Company from any claims, losses, or damages arising from your use of the Service or violation of these terms.

Governing Law

These terms are governed by the laws of the State of Illinois, without regard to conflict of law principles. Any disputes shall be resolved in the courts of Peoria County, Illinois.

Termination

• You may cancel your subscription at any time through the IBM Cloud Marketplace
• For marketplace purchases, termination terms are governed by your agreement with IBM Cloud
• We may suspend or terminate access immediately for violation of these terms
• Upon termination, your right to use the Service ceases immediately

Changes to Terms

We reserve the right to modify these terms at any time. Material changes will be communicated via email or through the Service. Continued use after changes constitutes acceptance.
